Considering that come of the Provisions in the former Regulations So the control of Chinese Invigration, which were deemed necessary at the time for the suppression of abuses then existing are no longes required, and in certain respecti far from convenient, _ as for instance, in the detention, not unfrequently frolonged, of the vessels in Barbos with Emigranti on board: _
